If you are running Exchange 2000, you would need to open the System Manager, navigate to your server hosting the POP3 service, then edit the properties of the virtual server. Click on the ACCESS tab, and click on Authentication. From there, you can specify the default domain name. But, why do you want to allow users to get their email via POP3?
