Add a & after the command, like:

/usr/lib/ICAClient/wfcmgr -icaroot /usr/lib/ICAClient &

I'm not using a window maker.  I'm editing this file using a raw
terminal.

.bashrc looks like this

What windowmaker are you using? Some have an option to start stuff
once its loaded..
