Snitz forums is your best bet (and free) and easy to set up on IIS. You can
set up a whole collaboration site in minutes using Maxwebportal (similar to
OndemandAccess.com) Snitz is at http://forum.snitz.com/
Maxwebportal is at: http://www.maxwebportal.com/  There are also a ton of
free linux ones out there like PHP Nuke if you are a linux guru.
