Um, yes, this policy setting does exist for Windows 2000 and is by default
available within the built in ADM's.
It can be found at the following location (once you've loaded up the GP
editing utility):
Computer config - Admin templates - System - Logon - "delete cached copies
of roaming profiles".
Either load gpedit.msc from each server and adjust this entry to the local
setup of the server, or set it on a GP that applies to the machines. It
won't delete any roaming profiles that are already resident on a server, but
it will stop more from being cached on user log offs.

I don't think there is a place in the standard GPO's to do it. The registry
value to set is:
HKLM\Software\Microsoft\Windows
NT\CurrentVersion\Winlogon\DeleteRoamingCache = 1 (REG_DWORD)
You could create an ADM that has the setting and add it to your GPO, too.
