[THIN] New XPs FR3 Install on 2K3

Howdy,
I have an old Citrix MetaFrame XPs server running Windows 2000 on an
old beige box.
We are wanting to move the Citrix server to a new rackmount server
running Windows 2003. I know we will have to purchase 2003 terminal
CALS.
Our environment is probably extremely simple compared to most of you.
We have a single application that allows anonymous connections (we
validate user credentials inside the app itself).
All of the clients we have out there (<20 Mac users) have their ICA
client setup to look at the app name on an IP address. I was thinking
about installing the new server into its own farm, creating the single
app with the same name as the previous server's app, and moving the IP
address to the new server when it is ready.
I am having some problems with this. When I launch the new Citrix app
from my dev machine, I get two different errors.
1. The system was not able to acquire a Citrix Product License. The
IMA Service may not be running. I have installed the licenses from the
original server and they show unactivated right now with 34 grace days
left. The License Descriptions are as follows: MetaFrame XPs 1.0
Connection Pack, and MetaFrame XPs 1.0 for Windows. The biggest
difference I see is that the old server was just running XPs, the new
server is running XPs FR3. The License summary shows the connection
count on the Platform Level to be 20 and the Feature Release to be 0.
Do I need a separate license for FR3 to work? If so, can I get rid of
FR3?
2. The second error is that I'm getting a "you must have Terminal
Server User Access" logon error. I have put all 15 anonXXX users in the
local Remote Desktop Users group and still get the error. If I elevate
them to administrator I do not get the error.
