Terminal Services licensing issue I bet.
Any messages in the event logs?
Do you know which servers in the farm they are trying to connect to?
Check MS KB 329888 for details on how to reset the TS CAL.

I had them save the launch.ica file to there desktop and try running it
from there and it doesn't work. I had them email me that same file and
I am able to run it from my machine with no problems.
