Its probably not illegal at all of you have the proper license counts.
However, if you look at the original post, it sure sounds like the company
says they don't want to pay for RDP, which isn't what the TSCAL pays for
anyway.  If this is the case, it is illegal.

I'm curious as to if this would be illegal if you DO have the correct number
licenses, but choose not to install in this mode to eliminate the license
