Actually you will find that you need to license nearly all of your software
for each device that the software will be "displayed" on. This is not
limited to just Microsoft software. Although, Microsoft does offer work at
home licenses for terminal server users who are enrolled in one of their
volume license programs. Of course, if the home user already has a valid
license for the software on their home system, you do not need an additional
one.
Here is a simple way of looking at it: If terminal server did not exist,
would you have to buy Office for all three systems the user is using? Yes.

Do any of you know what your allowed to do as far as MS licenses for Office
and such?
I was thinking you could buy one license per person and then it would not
matter where they use it. In the office, at home as long as they only use
it at one location at a time.
Some people are saying it does not work that way and that you need to buy
one license for each machine that same person uses.
That would mean that a person would need a license for: their office
machine, their home machine, any machine they log onto while out of town
(how the heck would you handle that???, internet cafes and all that???)
Thanks for any info. I know when it comes right down to it, it is whatever
MS says.
