I presume so. However, if your requirement is to be able to allow 10 users to access Autoroute, etc., and you install it on you server, you need to buy licenses for all the employees in your organisation. In some cases you'd be obliged to purchase thousands of licenses. Not really cost effective. Even with XP FRx and the ability to restrict numbers, I'd doubt MS would wear it. That's how I've interpreted the rules.
