[THIN] MF 1.8 setup won't run

I must be missing something obvious here. I have a WTS 4.0 SP6, MF 1.8 new
install (rebuild). I am trying to apply MF 1.8 SP3, but it won't run. I
have tried installing from the control panel, and by double clicking on
autorun and then clicking on the WTS button in the GUI, and from the command
line. Each time I get an hour glass for a second and then nothing. No
events in the event logs, no errors. The only difference I can see between
this build and the last build is that I am rebuilding via a Compaq remote
insight board.
I am stuck on this one. I have tried starting over with no luck. Anyone
have any ideas?
