I found the solution to this problem. The "Only run Published Applications"
was NOT active on the affected servers. After Checking that option and
Rebooting the server all login screens returned to the PN login screen.

This is an odd one, We have 8 servers in our farm, in the past day or so, 4
of the servers have started presenting users with the WindowsNT Terminal
Server login screen instead of the Program neighborhood login screen. Does
anyone know what causes this?
We use NT4 TSE SP6 w/ MF1.8 SP2
