[THIN] Loade Manager not see CPU Utilization

Anyone ever run into a problem where the CPU utilization in Load Manager 
monitor on a server always reports 0%?

The resource watcher reports the correct CPU levels but Load Manager seems to 
ignore it.

This is on Win2K SP4/XPeFR3
