[THIN] Load Manager Stays set to Default after Changing to a Custom Evaluator

I have a strange issue...

Windows 2003 SP1
Citrix PS 4.0 R03

After building my servers I try to apply a custom Load evaluator by right
clicking and selecting Load Manage Servers. When I apply the custom
evaluator the Load Manage server window comes back and says that the server
is still using the Default Load Evaluator.

If I look under Load Evaluators, it says that the custom evaluator is
applied, if I click the "By Evaluator" radial button the server shows as
being applied to both Default and Custom Load Evaluators.

I have ran a DSCheck /Full Servers / Clean and return no errors, I have
uninstalled R03 and ran DSMaint recreateLHC. Citrix says that these servers
need to have a CHFarm ran on them to an Access DS then CHFarm them back to
my production SQL DS. This works but that doesn't seem right to me, it's a
bandage for the primary problem. I have 140+ Servers and I also don't want
to loose all of my IM install info if I CHFarm all of these servers.
