[THIN] Load Balancing not working

I have apps. spread across 8 servers, all are using only load evaluator
based on users load. All are @ 50% of that load #, yet users can't get
into appliations on those servers, as the server lists as unavailable. If I
knock a few users who are idle for a couple hours off, then user can get in,
until the server gets "busy" again.
The servers are not busy, DL360's, MPS 4.0 R01, W2K and W2K3 servers.
Thoughts?
