I ran into this approximately 3 or 4 months ago. A customer had a 1.8 farm. They were migrating to XPe, and purchased a product migration license. The license, however, was only valid for upgrading 1.8 to XPa, not XPe. Was this an issue with their subscription advantage expiring, or is this by design? I'm at another customer site, and I see the same migration scenario.
