I'd think it would be 1 license per Citrix server, because the Citrix server
is the only thing making requests to the SQL server for user information.  

In another instance, I publish accounting software through Citrix, it uses a
SQL backend.  I need 1 license for every user who uses that accounting
software on SQL, because each user has to map a drive to the SQL server to
open the software as the software runs directly from the SQL server itself.
Even if I had the accounting software on a separate server from the backend
SQL DB server, I'd still need 1 license per user because each user's login
directly interacts with SQL.

Since the only machines making connections to the SQL server are your Citrix
boxes, I'd think you'll need one license per Citrix server. I'm sure MS
would disagree though.

I've looked around but cant find an answer to this!

If I use MS-SQL 2000 as the Data Store for an XPe farm, how is the number of
MS-SQL CALs determined? Is it number of users or number of Citrix servers?

The per-processor is just too expensive for this setup (the intended box has
2 processors on it)

Could anyone point me to an official answer to this?
