Symptom:
Changing the background color of the Desktop and Published Desktop connections.
Resolution:
These changes are ?Profile? based. Therefore, Local Logon, Remote Desktop
Connection (RDC) connections, and ICA connections are affected.

Desk.cpl is the Control Panel Icon filename.
Under Windows 2003, investigate the usage of a group policy:
User Configuration > Administrative Templates > Control Panel > Display >
Desktop themes.
Note: The policy overrides any individual registry settings you make. For
example, if the policy Prohibit Theme Color Selection is configured, the
background color specified in the registry will not take precedence.
