It is an old KB article. I guess the messed up when they updated it.

Symptoms

The IMA service experiences a fatal error. Note that the Start and Stop tabs
under Services in Independent Management Architecture are grayed out and
inactive.

The following error message appears:

"The Independent Management Architecture service did not start in a timely
fashion."

Cause

The IMA service is unable to start due to a problem loading one of its
subsystems. The actual plugin in this case is MfPrintSs.dll and will be
