No, even though loopback is in place, the GPO is not applied to NT users.
Have a look in the TS server event log and you will probably see event 1000,
source Userenv, loopback policy is disabled for downlevel users (or
something like that).  Just another nudge from MS to get your NT domains
upgraded to Active Directory ;)

User is in an NT domain, Terminal Server is in a 2000 domain. TS is also in
an OU with loopback processing enabled and a GPO in place for that OU.
Assumption is that all user settings will reflect what is in place within
that GPO, correct?
