Can't speak for whether it's supported via Oracle, or not - but I deployed it on NT4 TSE. I did prototype it on W2K TS, but by the time production beckoned, I no longer had to include it. What's the question - merely whether Oracle support Citrix as a platform? If not, wonder if they still support merely terminal services on Windows 2000 (or later).
