Nevermind.  I actually solved this one.  The IMA service had died.

I have DEV farm that we are trying to push a new package out to.  Well
it's not completely new.  We have used it in Dev before but we are
building new Dev servers.  Well when telling IM to install the package
then going to the jobs tab for that package, it just sits in pending
status and never goes to the server. I looked through all of the
packages and nothing else is going to the server.  Any idea why this
would not go?  The server is up.
