[THIN] IM issue

We are trying to push XPe FR3 SP4 out to our servers.  We pushed it out to a 
test server and when it reboots the IMA service will not start.  Has anyone 
seen this before?  We have a script that we could push out to the box to 
recreate the LHC but we can't push it out because the IMA service isn't 
running. Any suggestions?
