Yeah, I think you're right.  I think the registry setting that you'll find
to disable the file menu will not only remove it from IE but from all
Explorer windows as well...

Isn't the file menu a more global explorer setting?

I'm pretty sure I do this - I certainly have in the past - disabled the
file menu, taken out the address bar, and only left buttons / options
like home, refresh, stop, copy, print and that sort of thing.
