On the server that is giving me the error, I looked at MS Licensing not TS
licensing and it is not concurrent with MS Licensing on the rest of my servers.
 Is this normal?

That's what I have been looking into. First off my licensing server didn't
exist... It just wasn't there, this is very strange. I reinstalled it, now I'm
looking into the number of licenses installed.

so how are things looking on the license server? Is it up? can the server
connect to it? and does it have any licenses free.

it may be throwing a DR Watson and you don't see it. Do you have DR Watson
turned off?

I seem to remember seeing something about program neighborhood and this
behavior on the citrix support site. I will look around and see if I can find
it again.

anything in the event logs?

New problem today:

Certian people are trying to log into Citrix and the PN opens up acts like it
is going then just closes. Any ideas? I can't see anything happening on the
server side.
