Thanks for that gents.
As is usually the case, I managed to find the all users folder entries in
HKEY_LOCAL_MACHINE just after posting my query. I prefer the GPO route
though, although our domain GPOs are giving trouble at the moment. In order
to get this server farm up quickly I'm using a local GPO and overriding
selected entries using a Kix login script. If I can just kill off those
autocreating icons, I'll be a happy (but stressed) man.

You can specify with Group Policy to not use the All Users program files.
Assign that to all users (this is done by default), then deny access to
Admins and your all set.
