[THIN] Help! Citrix XP Not Listening on Port 1494

Here's the scenario, I've got a (Win2k SP2 & MFXP 1.0 SP1) Citrix server
that doesn't seem to be listening on port 1494. The ICA-tcp listener is
enabled, but every time I try to connect with Citrix, I get this message:
"The Citrix Server you have selected is not accepting connections." I can
connect w/ RDP just fine, and all the other Citrix functions (CMC, QFARM,
etc.) work just fine. I have notices a lot of Perflib (1008) and Rasctrs
(2001) errors in the Application Log. I also tried to do some Citrix
troubleshooting with the Citrix Enterprise Tracer (ctxstrace501.exe), but I
could not coerce it into making a log file.

I tried the telnet tests and found that the XML service is listening just
fine, but Citrix is not. Any ideas?

As you can see, there is no Listener on port 1494. Has anyone seen this
before? I've spent entirely too long troubleshooting this one server, so I'm
about ready to throw in the towel & rebuild that box.
