You're using an ICA client (eg. PN) as opposed to a hardware device right ?
Shift F2 is the local client Title Bar Toggle ! Try going into Tools, ICA
Settings in the PN client and browse to the Hotkey's tab - in there you
should be able to change the local hot key combinations.

The scenario:
Users accessing Personal Communications (a terminal emulator) on a Citrix
box need to use F14 (Shift F2). Nothing happens when the keys are pressed.
Or, sometimes when the F3 key is pressed Citrix tries to close the session
instead of passing the F3 key to the program.
