[THIN] Full Load

Hi all,
I am getting this error message when a user logs into Great Plains through
our internal Metaframe portal:
"metaframe servers are reporting full load and cannot accept your connection
at this time"
This would normally be a case where I would run the query farm /load command
but the load was only reported at around 1600 and there is only one user
reporting this error [they are the only one using the FRX module in GP]
Any suggestions?
