Of course it would work that way.  <sigh>  Actually, if you read this Q, it
appears that terminal services licensing incorrectly identifies XP Embedded
and issues it a built in license rather than a full CAL.  

It looks like there's two ways to fix it, either upgrade to SP1 for XP or
"...you must purchase Terminal Services CALs for devices that run Windows XP
Embedded and Windows XP Home Edition. However, do not install the
corresponding license tokens on the license server for these devices. This
makes sure that you do not have more devices accessing Windows 2000-based
Terminal Services servers than you are licensed for. Installing these
Terminal Services CAL tokens on the license server might cause inadvertent
allocation to unlicensed devices."  :)
