Came into work today and found the Citrix XP box would not allow connection.
NAGIOS (my server monitor) gave me a ICA 1494 Critical response. I logon at the
server and I went to taskmanager and found that "termsrv.exe" was at 75% CPU.
The system was VERY slow. I just wanted to fix it fast so the users can work,
so I rebooted it. Now "termsrv.exe" is at 0%.

I looked into the Event Application Log and found a BUNCH of these errors...

Source: Perflib
Event ID: 1015

The timeout waiting for the performance data collection function "PerfOS" in
the "C:\WINNT\system32\perfos.dll" Library to finish has expired. There may be
a problem with this extensible counter or the service it is collecting data
from or the system may have been very busy when this call was attempted.

I googled 'event id 1015' and found this - Q226494, but it does not tell me WHY
I get this and HOW to stop it. I'm not running any performance monitoring app
on this box.
