Outlook 2000 uses the Temporary Internet Files path for doing things with
attachments. Check what that path is for the profile you are working with, make
sure it exists (open IE to create it) then make sure the user has permissions
to it.
That is what fixed it for me when I had the same problem.

Hello:
My users are getting an error when trying to open an e-mail with an
attachment in Outlook 2000 on W2K/Terminal Server --> Can't open this
item. You don't have appropriate permission to perform this operation.
Messages without attachments work fine. Any ideas?
