if you are just using this for Nfuse how about replacing the shell
(explorer.exe) with Internet Explorer It might be easier

Good Afternoon,
We are developing a stripped down Windows 2000 kiosk image. This image will be
used to log onto a Nfuse Portal. The only problem we are having is trying to
disable moving or resizing of the Windows taskbar. I want to lock it in at the
bottom of the screen and not allow users to move or resize the task bar.
Anyone had success with this before. Thanks in advance.
