[THIN] Digital Certificiate for IE, Win2k SP4, Citrix MetaFrame XPe

 When users (non-administrators) try to add a Digital Certificiate to their 
browser (IE) require by their e-commerce settings, the following error occurs 

An Internal error occured. The private key you are importing might require a 
cryptographic service provider that is not installed on your system.

Admins can add certificiates correctly, is their a Group Policy that needs 
changing or permission?

Servers are Win2k SP4 and Citrix Metaframe XPe.
