I'm sure it's possible with some research, but if fellow employees are
purposely trying to circumvent security measures that is non technical
issue.  Simply, they need to be told that they are violating company
policies and their actions have been noted.

I agree that you should continue to do your due diligence in closing
loopholes.

Is the Office picture view required?  Can you identify the executable and
remove/deny access to it?

Well, you can always talk to them and ask them to stop... If they refuse,
then escalate it to their manager or bar them from the system.

Hello,

Clever users have been able to by-pass GPO and changing their desktops
using the MS Office Picture Viewer.

Has anyone else encountered this problem?

Disabling right click isn't an option, and I cannot find any
references to the Picture manager in the Office 2003 ADM templates.
