[THIN] Citrix licenses

I have one very stupid question about Citrix XP licensing.

Somebody suggested that XPa server and connection license can downgrade to XPs
license if load balancing license was not registered.

Any truth in that? Can XPa license be downgraded to XPs, and if that is so, 
can it be
upgraded back again?
