I've never personally seen a recommendation as to what order to install. I always install my base OS, then remap C: to another drive letter, then Citrix, then apps. The primary question is are you going to remap the C: drive to another drive letter. If you are planning to do this then you need to install the base OS remap the drive as soon as possible and then install your apps. Some apps will break if you install them and then change the C: drive letter.
