So, you are having the users go to the CERT REQUEST web site on your
CA?  I wonder if you test it with a user that has local Power Users
rights, and see what happens.

User certificates.  Everything should happen inside IE in their
session though.

The client machines are shell replaced, so they can't do anything
locally anyway.
