[THIN] Can't Open Active Directory Users and Computers

We have a server with w2k3 server/citrix mfps3.
 
When I click on the Active Directory Users and Computers icon it tries to do
an install and then I get this:

Only administrators have permissions to add, remove, or configure server

Funny thing is I am an administrator logged on.  I use RDP or ica both get
this message.
 
I found one old citrix reference but it was dead.
 
Any suggestions?
