[THIN] CPU tacked at 100% - task manager show nothing!

My server: Win2k SP2 - MF XPe FR1 - NFuse 1.6
In the past week or so I have been called by users 3 times saying that
they are getting error messages connecting via NFuse saying that "an
unspecified error occurred...". All 3 times after looking at the server
task manager shows the CPU at 100%. When I look at all the processes,
they all show 00 usage. Any users that already have sessions continue
to work (slowly) but users coming from NFuse are denied due to the
server being too busy. A reboot fixes the problem, but I can't "really"
fix it since I have no way to know which process is causing it??? Any
ideas?
