FWIW we had one PC with precisely this issue this morning. Turned out 
explorer.exe was missing. Replaced it from CD and sorted. Root cause? No clue - 
we manage a horde of different PCs across a bunch of different sites, with no 
commonality, so no idea what was special about this one.

It is appearing to be some combination of recent M$ patches and a piece of 
software used for rolling out the PC's, called PC Mover.  Remove PC Mover, 
reran M$ patches, seem to be coming back to life.
