[THIN] Big problems with Outlook and IE after PSV3 Upgrade

After upgrading to PSV3 we now have a problem with outlook and IE links.
 
At first it would not open IE.  Another tech did something and then IE would
open but now we get this:
 
browser opens and address is http://%1%20http://www.citrix.com
<http://%1%20http://www.citrix.com>   and fails
 
We did try changing 
[HKEY_CURRENT_USER\Software\Microsoft\Office\9.0\Outlook\Preferences]
"InternetBrowserPath"="C:\\Program Files\\Internet Explorer\\IEXPLORE.EXE"
 
but that does not seem to make any diff.
 
IF anyone has suggestions about this please forward.  In a bit of a tough
spot now.
