You can do it through the Task Manager on 2000 as well.

It's called process affinity - indicating which CPUs a given app can run
on. You need some code/script to force it. On Server2003 I think they
added it to the task manager so it is easy to play with there. You
might want to contact me off-line about what the problem is as I may
have a different solution.
