I can create this as a desktop app.  I can also get it working fine from
a command prompt or batch file.  However from a published app it still
doesn't work.

I haven't tested with a published app, but I did create a desktop
shortcut with this syntax, which worked fine:

"c:\program files\Internet Explorer\iexplore.exe" www.google.com

  Also, I wonder what would happen if you published the URL alone.=20
