Yes, but we disabled RDP Windows printer mapping and LPT port mapping on the
servers.

I've been digging into this more to see if it related to cpsvc.exe.  Doesn't
appear to be.  2 servers with R02 rollup, one server drivers change after
reboot, the other one doesn't.  Maybe a windows security patch?  It appears
our "older" servers are not having the problem.  The newer imaged servers
are.

with HP 4000, 8000 printers because the print drivers are being updated on

Oh - if we install a new local printer using the driver from our print
server everything is fine again.
