What value did you use for the shadow key timestamp?  Each value has a
timestamp (in Epoch format) that corresponds when the key was recorded.  If
it's newer that what's in the user's profile then it is copied down.  If
it's older, then it's ignored.  You can try setting it to a future date and
see if that works.

Rick also make a great point that Classes key is a seperate user hive.  I
would guess that the shadow key mechanism would still work but you never
know.

Could you make these changes via a login scripts?  Custom GPO?  Part of the
default/mandatory profile?
