I assume this is a 2003 system, so run rsop.msc and see if your settings
show up there.

On OU of the users, I can not set this option on terminal server policy.

Where are you creating the GPO, in the OU the user is in, in the OU the
terminal server is in or a local GPO on the server?

Hallo Everybody,
It is a time ago I sending mail to lists, we are using template with
macro that use ActiveX component, when user start this template they get
popup message that ActiveX component are disabled.
I can enable this option from internet explorer--> security-->restricted
sites--> Run activeX controls and plug-ins for user individually, but
when I set it within GPO, don't' work, I don't know is that have to do
with GPO or any other thing with terminal server. I create new GPO on
level below, but I still give same result, may be something has to don
with terminal server.
Hoop for some hints.
