Have you checked in Terminal Services Configuration on the server to make
sure that Active Desktop is not disabled?
Disabled is the default, for better performance.

Subject: [THIN] Active Desktop

Good afternoon,

I'm just curious as to whether or not its possible to run Windows 2000
Terminal Server & Citrix FR3 XPe with active desktop enabled.

I've tried already and all it does it give me nothing. When I attempt to
display a jpeg or something similar, I hit apply, and it does nothing.

I've enabled Active Desktop in the group policy, but it still doesn't seem
to work.

Is it disabled in Citrix/Terminal Server environment because it'd take up
too much load/something or I am just missing something?

Thanks for the help!
