Obviously maybe you don't have E, just A - so you're running threadmaster
because E's features aren't available.
 
Citrix's solution treats all users as equal  - maybe sometimes, some users
or some applications are more equal than others ;) 
 
Maybe you want to tell the user, or report on the fact, that their app is
being throttled rather than just doing it and then fielding the helpdesk
call asking when the report/spreadsheet is taking longer to load than it
used to?
