Since you are running W2K3, why not set your Terminal Servers to Per User 
instead of Per Device so you don't have to
worry about TS license enforcement any more (configure this in Admin Tools > 
Terminal Server Configuration > Server
Settings > Licensing Mode). However, you still must ensure that all devices or 
users connecting have a TS CAL assigned,
even Windows XP Pro users. With the Terminal Servers set to Per User, 
enforcement is based on the honor system.

W2K3 AD, W2K3 server handing out TS licenses. What I'd really love to
be able to do is grant TS licneses only to PCs that are actually
members of the domain, and deny a licnese to any PC that is not a
domain member. Anyone have any crazy (or not so crazy) ideas on how to
accomplish this?
