The PDC issue is something different. My guess is that those were
temporary licenses that were issued in the past and expired after their
90-day (or is it 120-day?) lifetime. Those are indeed TS CALs. 

What you are running into with your 10-user limit are the Windows OS
CAL's, which is caused by the way your Windows OS is licensed on that
particular server.

It's "Per Seat" or "Per Server", and yes, it is sitting at per server,
with 10 concurrent connections, so this matches up.

Does this address why the PDC has is holding onto licenses that should
have expired in 2005 and 2006, or am I mixing 2 issues here?
